Bakan Yusuf Tekin, \u00f6\u011frencilerin \u00fccretsiz ders kitaplar\u0131, EBA ve DYK d\u0131\u015f\u0131nda ek kayna\u011fa ihtiya\u00e7 duymad\u0131\u011f\u0131n\u0131 vurgulad\u0131.<\/p>\n\n\n\n<p>Milli E\u011fitim Bakanl\u0131\u011f\u0131, okullar\u0131n e\u011fitim hizmeti veren kurumlar olmaktan \u00e7\u0131k\u0131p ticari y\u00f6nlendirmelerin etkisine girmesini \u00f6nlemek amac\u0131yla baz\u0131 uygulamalar\u0131 daha s\u0131k\u0131 izlemeye ba\u015flad\u0131. \u00d6zellikle \u00fccretli deneme s\u0131navlar\u0131 ile yard\u0131mc\u0131 kaynak kitaplar\u0131n zorunlu tutulmas\u0131 ba\u015fl\u0131klar\u0131, Bakanl\u0131\u011f\u0131n hem mevzuat\u0131nda hem de son a\u00e7\u0131klamalar\u0131nda \u00f6ne \u00e7\u0131kan iki alan haline geldi. MEB\u2019in 2025-2026 e\u011fitim \u00f6\u011fretim y\u0131l\u0131na ili\u015fkin genelgesinde, okullarda uygulama birli\u011finin sa\u011flanmas\u0131 ve velilere maddi y\u00fck do\u011furabilecek uygulamalar\u0131n \u00f6nlenmesi i\u00e7in s\u00fcre\u00e7lerin titizlikle takip edilece\u011fi vurgulan\u0131yor.<\/p>\n\n\n\n<p>Bakan Yusuf Tekin\u2019in son aylarda yapt\u0131\u011f\u0131 a\u00e7\u0131klamalarda da ayn\u0131 \u00e7izgi korunuyor. TRT Haber\u2019e ocak ay\u0131nda verdi\u011fi \u00f6zel r\u00f6portajda Tekin, \u00e7ocuklar\u0131n LGS ve YKS gibi s\u0131navlara haz\u0131rlanmak i\u00e7in MEB\u2019in \u00fccretsiz ders kitaplar\u0131, EBA i\u00e7erikleri ve dijital destekleri d\u0131\u015f\u0131nda ek kayna\u011fa ihtiya\u00e7 duymad\u0131\u011f\u0131n\u0131 a\u00e7\u0131k bi\u00e7imde s\u00f6yledi. Bakan, \u201cilave yard\u0131mc\u0131 kitap, yard\u0131mc\u0131 kaynak ya da benzeri \u015feylere asla ihtiya\u00e7lar\u0131 yok\u201d diyerek Bakanl\u0131\u011f\u0131n temel yakla\u015f\u0131m\u0131n\u0131 ortaya koydu.<\/p>\n\n\n\n<p>Yard\u0131mc\u0131 kaynakta temel \u00e7izgi: Zorunluluk yok<\/p>\n\n\n\n<p>MEB\u2019in resmi \u201cS\u0131k\u00e7a Sorulan Sorular\u201d sayfas\u0131nda yer alan a\u00e7\u0131klamaya g\u00f6re, okullarda ders kitaplar\u0131 d\u0131\u015f\u0131nda yard\u0131mc\u0131 kaynak al\u0131nmas\u0131 ve kullan\u0131m\u0131 konusunda \u00f6\u011frencilerin zorunlu tutulmamas\u0131 gerekti\u011fi il milli e\u011fitim m\u00fcd\u00fcrl\u00fcklerine g\u00f6nderilen resmi yaz\u0131larda a\u00e7\u0131k\u00e7a belirtilmi\u015f durumda. Ayn\u0131 a\u00e7\u0131klamada, \u00f6\u011fretmen ve \u00f6\u011frencilerin Bakanl\u0131k taraf\u0131ndan \u00fccretsiz sunulan EBA i\u00e7eriklerine y\u00f6nlendirilmesinin \u00f6nerildi\u011fi ifade ediliyor. Bu da Bakanl\u0131\u011f\u0131n, ek materyal kullan\u0131m\u0131n\u0131 tamamen yasaklayan de\u011fil; ancak bunu zorunlu ve maddi k\u00fclfet do\u011furan bir uygulamaya d\u00f6n\u00fc\u015ft\u00fcrmeye kar\u015f\u0131 \u00e7\u0131kan bir yakla\u015f\u0131m benimsedi\u011fini g\u00f6steriyor.<\/p>\n\n\n\n<p>Bunun yan\u0131nda MEB mevzuat\u0131nda, Talim ve Terbiye Kurulu taraf\u0131ndan incelenmeyen yard\u0131mc\u0131 kitaplar\u0131n okutulamayaca\u011f\u0131 y\u00f6n\u00fcnde a\u00e7\u0131k h\u00fck\u00fcm bulunuyor. MEB\u2019in ayn\u0131 SSS sayfas\u0131ndaki bir ba\u015fka a\u00e7\u0131klamas\u0131nda, Bakanl\u0131k\u00e7a \u00fccretsiz da\u011f\u0131t\u0131lan ders kitaplar\u0131 ve e\u011fitim ara\u00e7lar\u0131 d\u0131\u015f\u0131nda, Ba\u015fkanl\u0131k\u00e7a incelenmeyen yard\u0131mc\u0131 kitaplar\u0131n \u00f6\u011frencilere okutulamayaca\u011f\u0131 belirtiliyor. Bu ifade, yard\u0131mc\u0131 kaynak meselesinde yaln\u0131zca ekonomik boyutun de\u011fil, i\u00e7erik ve denetim boyutunun da \u00f6nemsendi\u011fini ortaya koyuyor.<\/p>\n\n\n\n<p>\u00dccretli deneme s\u0131navlar\u0131 neden tart\u0131\u015f\u0131l\u0131yor?<\/p>\n\n\n\n<p>Kullan\u0131c\u0131n\u0131n payla\u015ft\u0131\u011f\u0131 metinde \u00f6ne \u00e7\u0131kan ikinci ba\u015fl\u0131k olan \u00fccretli deneme s\u0131navlar\u0131 konusunda MEB\u2019in son d\u00f6nemdeki s\u00f6ylemi, okullarda denetlenmeyen ve velilere ek maliyet olu\u015fturan yap\u0131lar\u0131 s\u0131n\u0131rlama y\u00f6n\u00fcnde. Her ne kadar \u201cdenetleyemedi\u011fimiz s\u0131nav\u0131 okula sokmay\u0131z\u201d ifadesi resmi bir genelge metninde birebir yer alm\u0131yor gibi g\u00f6r\u00fcnse de, Bakanl\u0131\u011f\u0131n \u00fccretsiz i\u00e7erik, \u00fccretsiz destek kursu ve f\u0131rsat e\u015fitli\u011fi \u00e7izgisi bu yakla\u015f\u0131m\u0131 destekliyor. TRT Haber\u2019de yer alan a\u00e7\u0131klamas\u0131nda Bakan Tekin, \u00f6\u011frencilerin herhangi bir eksik hissetmesi halinde okul m\u00fcd\u00fcrl\u00fckleri arac\u0131l\u0131\u011f\u0131yla DYK kurslar\u0131 a\u00e7\u0131labildi\u011fini, dolay\u0131s\u0131yla ek ve \u00fccretli yap\u0131lara mahk\u00fbm olmad\u0131klar\u0131n\u0131 s\u00f6yledi. Bu da \u00f6zel kurslar veya ticari deneme s\u0131nav\u0131 organizasyonlar\u0131 yerine, kamusal ve \u00fccretsiz destek modelinin \u00f6ne \u00e7\u0131kar\u0131ld\u0131\u011f\u0131n\u0131 g\u00f6steriyor.<\/p>\n\n\n\n<p>Ayr\u0131ca MEB\u2019in 2025-2026 e\u011fitim \u00f6\u011fretim y\u0131l\u0131 genelgesinde, velilere maddi k\u00fclfet getirmeyecek uygulamalar\u0131n esas al\u0131naca\u011f\u0131 ve s\u00fcre\u00e7lerin kontrol edilerek titizlikle takip edilece\u011fi vurgulan\u0131yor. Her ne kadar bu k\u0131s\u0131m \u00f6zellikle okul k\u0131yafeti ve di\u011fer i\u015fleyi\u015fler ba\u011flam\u0131nda ge\u00e7se de, Bakanl\u0131\u011f\u0131n genel yakla\u015f\u0131m\u0131 e\u011fitim hizmetlerinde ekonomik bask\u0131 olu\u015fturan uygulamalara kar\u015f\u0131 hassasiyet ta\u015f\u0131d\u0131\u011f\u0131n\u0131 g\u00f6steriyor. Bu nedenle okullarda \u00fccretli deneme s\u0131navlar\u0131n\u0131n yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131 ya da \u00f6\u011frencilerin belirli kurslara y\u00f6nlendirilmesi, Bakanl\u0131\u011f\u0131n f\u0131rsat e\u015fitli\u011fi \u00e7izgisiyle \u00e7eli\u015fen bir ba\u015fl\u0131k olarak \u00f6ne \u00e7\u0131k\u0131yor. Bu son c\u00fcmle, resmi a\u00e7\u0131klamalara dayanan bir yorumdur.<\/p>\n\n\n\n<p>F\u0131rsat e\u015fitli\u011fi vurgusu neden \u00f6ne \u00e7\u0131k\u0131yor?<\/p>\n\n\n\n<p>Bakan Tekin\u2019in a\u00e7\u0131klamalar\u0131nda en s\u0131k tekrar etti\u011fi kavramlardan biri e\u011fitimde f\u0131rsat e\u015fitli\u011fi. TRT Haber r\u00f6portaj\u0131nda \u00e7ocuklara hi\u00e7bir sosyoekonomik ayr\u0131m olmaks\u0131z\u0131n ayn\u0131 imkanlar\u0131 sunmak istediklerini s\u00f6yleyen Tekin, MEB\u2019in kitap, dijital i\u00e7erik ve destekleme kurslar\u0131yla bu ihtiyac\u0131 kar\u015f\u0131lamay\u0131 hedefledi\u011fini anlatt\u0131. Bu nedenle aileleri ek harcamaya zorlayan yard\u0131mc\u0131 kaynak bask\u0131s\u0131 ya da \u00fccretli s\u0131nav organizasyonlar\u0131, Bakanl\u0131\u011f\u0131n \u00e7izdi\u011fi \u00e7er\u00e7evede yaln\u0131zca idari bir sorun de\u011fil, ayn\u0131 zamanda e\u015fitlik ilkesini zedeleyen bir uygulama olarak g\u00f6r\u00fcl\u00fcyor.<\/p>\n\n\n\n<p>Bu yakla\u015f\u0131m, okullarda ticari tan\u0131t\u0131m ve y\u00f6nlendirme faaliyetlerine mesafeli durulmas\u0131n\u0131 da beraberinde getiriyor. 2025-2026 genelgesinde, velilere maddi k\u00fclfet do\u011furacak uygulamalardan ka\u00e7\u0131n\u0131lmas\u0131 ve s\u00fcre\u00e7lerin il\/il\u00e7e mill\u00ee e\u011fitim m\u00fcd\u00fcrl\u00fcklerince izlenmesi gerekti\u011fi a\u00e7\u0131k\u00e7a belirtiliyor. Yard\u0131mc\u0131 kaynak ve deneme s\u0131nav\u0131 ba\u015fl\u0131\u011f\u0131nda yap\u0131lan son tart\u0131\u015fmalar da tam olarak bu \u00e7er\u00e7evede yeniden g\u00fcndeme geliyor.<\/p>\n\n\n\n<p>MEB\u2019in \u00e7izdi\u011fi \u00e7er\u00e7eve ne anlama geliyor?<\/p>\n\n\n\n<p>Ortaya \u00e7\u0131kan tabloya g\u00f6re MEB, okullarda iki konuda daha sert bir \u00e7izgi izliyor: \u00f6\u011frencilerin yard\u0131mc\u0131 kaynak almaya zorlanmamas\u0131 ve e\u011fitim s\u00fcrecinin \u00fccretli, denetim d\u0131\u015f\u0131 s\u0131nav ve materyal piyasas\u0131na teslim edilmemesi.
